Abstract

ABSTRACT: This study examines how continuing education programs in the state school system of Quixeré, Ceará, have influenced the development of racial literacy among teachers in the early years of elementary school, placing the analysis in the context of educational policies aimed at racial equity. The investigation is based on the understanding that racial literacy is an indispensable skill for confronting structural racism in schools, especially at a stage of schooling marked by the construction of children's identities. It uses documentary analysis of guidelines, training plans, and teaching materials produced by the Ceará Department of Education, seeking to understand how these devices express theoretical concepts, guide teaching practices, and articulate with the legal requirements that regulate the teaching of ethnic-racial relations. The results indicate that the programs show significant progress in incorporating critical perspectives and proposing training actions aligned with normative frameworks, but they still reveal significant limitations, evidenced by the discontinuity of actions, the fragility of the articulation between theory and practice, and the persistence of individualizing understandings of racism in everyday school life. It is concluded that continuing education contributes partially to the strengthening of racial literacy, but depends on more robust institutional conditions, permanent training processes, and greater pedagogical monitoring to consolidate effectively anti-racist practices, pointing to the need for public policies that go beyond specific actions and promote structural transformations in teaching work. Keywords: Racial literacy. Continuing education. Ethnic-racial relations.
