Abstract

The article is devoted to the issues of balancing the institutional environment of human capital consumption. The authors identify and characterize the causes and mechanisms of institutional traps of human capital consumption: "underdevelopment traps", "labor market signal traps", "low-quality public goods traps", "rent-oriented traps", and their specific influence on the Russian economy. The article reveals the connection between the level of utility extracted from the consumption of human capital and the degree of compliance of the institutional conditions for the consumption of human capital.
